depinde ce program de localhost folosesti,  xampp vad... incearca cu easyphp...

problema principala e de la CSS-uri, stylesheet-urile, poate indexu nu face cum trbe legatura, incearca cu easyphp si vezi cum face..

daca stii html/css/web design... ar trebui sa te descurci..

sa pui la adresa url daca folosesti pe localhost: http://localhost/panel si iti va merge. nu cum ai tu cu ucp la sfarsit. dar sa ai folder facut cu numele panel si sa faci cum ti-am spus.
